The Global Fund’s eligibility criteria is up for review at the 22nd Board Meeting in December, 2010. We’re interested in hearing your thoughts on eligibility so that they may feed into the discussions and debates in the coming months.
The Global Fund to fight AIDS, Tuberculosis and Malaria is an international financing mechanism which channels resources for national and regional responses to these three diseases. In order to approve new grants, the Global Fund must confirm the availability of sufficient resources. In the case of insufficient funding to cover all the grants that have been recommended for approval, proposals are prioritised according to a set criteria. They are then funded in order of priority as additional resources become available. In addition to the prioritisation model, a few years ago the Global Fund introduced new eligibility criteria based on an applicant’s income level and disease burden. Eligibility together with prioritisation can make it challenging for middle-income countries with concentrated epidemics to submit a successful grant to the Global Fund.
In the current resource-constrained environment, the Global Fund may find it increasingly difficult to fully meet the demand; and it is in this context that prioritisation and eligibility are up for review at the next Global Fund Board meeting in December 2010.
